Description
UNDP supports countries across the globe to formulate certain strategies, policies, and programme involvements that promote the Sustainable Development Goals (SDGs). To strengthen these aims, UNDP offers practical policy advice and programming tools, particularly to help address grave sustainable development challenges. UNDP country offices collaborate with government counterparts and other local participants to support the outline of comprehensive and sustainable development policies that are associated with the national framework.
Economists based in country offices across the Asia-Pacific region contribute to this work, including through support to policy discourse with state representatives and other associates, aid in programme development, and production of research and analysis. These colleagues also cooperate and share knowledges and practices across countries inside and outside the Asia-Pacific region.
Eligibilities
Minimum age of applicants must be 25 years old, Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty station.
Required Degree Level:
Master’s degree or equivalent in Climate Change, Environment, Natural Resources, Economics or related field
Required Experience:
- 60 Months
- At least 5 years of relevant development experience in supporting environment and climate change response in developing countries and providing coordination and management advisory services
Language skills:
English(Mandatory), Level – Fluent
Area of expertise:
- Sustainable natural resources management and climate change adaptation,
- Development programme management,
- Policy, regulation, planning and education and capacity building
- Extensive experience in the project design, implementation and management of environment and climate change adaptation/mitigation, and establishment of knowledge management systems in developing countries;

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,651. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org.

Under the direct supervision of the Team Leader, Sustainable and Inclusive Growth Unit, the International UN Volunteer will carry out the following tasks:
- Provision of support to Sustainable and Inclusive Growth Unit, including to help strengthen programme development, implementation and integration.

- Support the CO through the Sustainable and Inclusive Growth Unit to support application of Social and Environmental Safeguards (SES) principles, and facilitate integration and coordination within and across its relevant thematic portfolios, such as biodiversity conservation, governance of natural resources, climate change adaptation and promotion of rural renewable energy;
- Support the coordination, roll out and implementation of new climate change adaptation and renewable energy projects;
- Provide analysis and research in priority thematic areas at the country level, including through the publication of policy briefs or other analytical outputs;
- Compile and analyse statistical data as required in support of country strategies and activities;
- Collaborate across UNDP teams, especially to ensure linkages to the work emerging from national and state/regional priorities;
- Support the creation of large-scale development solutions to help address complex development challenges; and
- Assist UNDP country office management with preparation and implementation of country programmes and strategies, including the Country Programme Document (CPD).

- Provision of technical advice to national government counterparts and other partners, especially in support of natural resources governance, biodiversity conservation, climate change and energy priorities, and application of SES principles

- Support and facilitate dialogue on SES environmental and climate sustainability issues, and promote their strategic integration across within and across thematic areas with government officials, development partners, civil society, and the private sector;
- Provide policy and programming advice and support for integrated and risk informed development planning and policy formulation at the national, sub-national and local levels;
- Support the identification and analysis of interventions that can impact multiple development goals and targets at the same time; and
- Support monitoring and reporting of progress related to SDGs and other national development frameworks

- Representation, advocacy, and partner engagement to support UNDP’s institutional positioning and advance its mandate.

- Develop and/or strengthen partnerships with UN agencies, bilateral development agencies, private sector entities, and civil society;
- Represent UNDP country office in relevant forums, conferences, or workshops, including to present research or programmatic results;
- Support UNDP resource mobilization and future growth strategies through project pipeline development and design of large-scale programme and development solutions; and
- Contribute to national, regional, and global knowledge networks and communities of practice.

- Promote learning and collaboration with the Country Offices under the SIDA-UNDP Strategic Collaboration Framework on Environment and Climate Change, and analysis of priority regional thematic areas.

- Participate actively in SIDA-UNDP Strategic Collaboration Framework on Environment and Climate Change, including through attending meetings (in-person and/or virtual), sharing relevant experiences, and conducting peer reviews;
- Substantively contribute as possible to UNDP regional knowledge products and development of programming offers in regional priority areas (e.g., natural resources governance, biodiversity, climate action, energy); and
- Enhance UNDP’s understanding and design of new approaches to environmental sustainability, sustainable climate and sustainable use of natural resources across the region by acting as a CO focal point where possible.

Furthermore, UN Volunteers are required to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,651. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org.
Eligibilities
Minimum age of applicants must be 25 years old, Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty station.
Required Degree Level:
Master’s degree or equivalent in Climate Change, Environment, Natural Resources, Economics or related field
Required Experience:
- 60 Months
- At least 5 years of relevant development experience in supporting environment and climate change response in developing countries and providing coordination and management advisory services
Language skills:
English(Mandatory), Level – Fluent
Area of expertise:
- Sustainable natural resources management and climate change adaptation,
- Development programme management,
- Policy, regulation, planning and education and capacity building
- Extensive experience in the project design, implementation and management of environment and climate change adaptation/mitigation, and establishment of knowledge management systems in developing countries;
- Experience in the application of Social and Environmental Safeguards principles
- Familiarity and good understanding of practical application of SES principles,
- Experience in designing and delivering teaching/training on SES matters for diverse stakeholders including UNDP staff, implementing partners, government staff, and local communities
- Proven experience in providing technical advisory support to government officials;
- Experience using computers and office software packages, including programmes for statistical analysis of data
- Knowledge of the SDGs, innovation, creation of multi-stakeholder platforms including with the private sector and their application at the national and sub national levels.
