Eligibilities
Educational development, typically acquired by the completion of an advanced university degree in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, supplemented by a minimum of eight years of relevant work experience, or equivalent, is required.
In addition to these qualifications, the position requires:

Strong analytical skills, experience in resource and financial management matters, and excellent written and verbal communication skills;

Experience in assessing resource implications of major business and technology transformation initiatives. Information technology-related experience or certifications would be an added advantage;
-
Knowledge of and prior experience with financial and budget systems would be preferred;
-
Ability to plan, organize, and manage complex activities and multitasking, often under tight deadlines;
-
Ability to lead and supervise junior staff and exercise sound judgment and tact in dealing with the Board, management, and staff at all levels; and
-
Proven competence to handle sensitive and highly confidential matters with discretion and diplomacy.

ADDITIONAL INFORMATION

Contribute to the formulation of the Fund’s medium-term budget and monitor execution on a regular basis;
-
Liaise with assigned departments and/or small offices in formulating, executing, and reporting on their medium-term budget, and integrating the budget process into the Accountability Framework.

Develop and communicate recommendations, and discusses substantive issues with departments, including those associated with policy proposals to Management;
-
Review relevant Fund-wide and department-specific initiatives and modernization programs to ensure that resource implications are thoroughly analyzed, costed, and funded within the medium-term budget framework;
-
Contribute to the formulation and monitoring of the Fund’s Capital Investment portfolio, including supporting ongoing improvements to the Capital Investment Framework;
-
Contribute to Board papers, special projects as they arise, and help design and implement ongoing reforms to improve the strategic allocation of resources. This includes contributing to the development, enhancement, and operation of OBP’s budget formulation, monitoring and costing systems.
