Description
The goal of the Nordic Council of Ministers’ Arctic Cooperation Programme 2018–2021 is to produce constructive and sustainable in the Arctic and for its people based on the four P’s: planet, peoples, prosperity and partnerships.
It is essential to the Nordic Council of Ministers’ Arctic Cooperation Programme 2018–2021 that specific needs of the Arctic will be accommodated and that the programme will contribute to the region’s sustainable growth. In this framework, the Agenda 2030 and the 17 global sustainable development goals approved by the UN General Assembly in 2015 play an important role.
Eligibilities
The following norms are considered when assessing applications:
- If the application contributes to guaranteeing sustainable development in the Arctic and how it will do so.
- If the application is clear about equality and development of the situations for children and young people in the Arctic region.
- If the application exactly targets one of the significant themes.
- If the application is in line with other work in the Nordic Council of Ministers (working groups, premierships and regional policy).
- If the applications contain self-financing and are reliable with other economic apparatuses under the sponsorships of the Nordic Council of Ministers.
- If the applications have local/regional ownership in the form of contribution in the project or that the project creates regional profits.
- If the applications contribute to new information and/or distinct professional understanding and progress in the existing field.
- If the applications create Nordic profits, with strengthening Nordic and Arctic links.
- If the project has at least three Nordic countries as project contributors, a Nordic project administrator and fulfills the Nordic Council of Ministers’ current commitments for project actions.
Benefits
Every year, a maximum of DKK 500,000 can be applied. For every year the funding is granted, it is anticipated that projects will run within the year requested. If there are time difficulties in the project, you can get an extension, typically from ½ to a maximum of 1 year.

Application Process
The completed application is expected to be submitted, with completed and signed Application Form and received at the latest at noon 12:00 CET, on the date specified as the application deadline. For the request of funds for 2021, the deadline is set for 1st February 2021 at 12:00 CET. Applications received after the deadline will not be considered.
Applications should be sent electronically as attached file to the e-mail address arctic@nordregio.org. Please be conscious that you receive an email confirming receipt of the email (within the initial working day after you have submitted the application). Email address can be found on the cover page of the application form. The application must be accompanied by a sign. If the application is sent electronically, the page with the candidate’s sign must be scanned and attached to the application or submitted by fax. mail.
In the application form, following information must be provided:
- Detailed project report (maximum 5 pages).
- Comprehensive budget and schedule (maximum 2 pages).
- Communication and dissemination strategy (max 1 page).
In addition, the status report(s) must be enclosed if the project has formerly received backing from Nordic Council of Ministers.

In 2020 the Nordic Council of Ministers funded 20 different projects through the Arctic Cooperation Programme for a total amount of 6.767.000 DKK. Among the various project teams and consortiums are different leading institutions in Arctic affairs, newly established Arctic youth organisations, NGOs, artists, universities, associations of indigenous people and entrepreneurs from the Nordic region and beyond.
