Climate change and other natural and man-made threats including armed battles are main global issues that directly and indirectly influence the mere existence, progress and overall welfare of children around the globe. As an international organization focused on protecting the rights of children, UNICEF has made pledges to alleviate the effect of such shocks and anxieties, and in particular of climate change on children and social service transfer systems. Implementing a risk-informed programming approach, UNICEF seeks to lessen dangers and physical and emotional damage to children due to shocks and tensions, while nourishing access to social services they need at all times – before, during and after disaster and conflict conditions.
Eligibilities
Minimum age of applicants must be 25 years old, nationals of the country of assignment are not eligible, except the assignments in Headquarters duty station.
Education:
- Master is preferred
- Advanced university degree in a relevant areas such as disaster risk management, environment, climate change, conflict sensitivity and peacebuilding, social and economic development, international cooperation.
Experience:
- 36 Months Required
- Related work experience focused on developing nations in development assistance in disaster risk management and/or climate change variation and mitigation, environment and socio-economic development.
- Better understanding of multi-sectoral climate change effects, climate risk assessments, and adaptation results mandatory.
- Familiarity with the notion and practice of risk-informed programming, disaster risk management, climate change action.
- Proficiency in capacity building, developing tools and providing training
- Familiar with children’s rights and gender in the framework of disaster risk and climate change variation and mitigation and/or natural resources managing.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,651. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living.
This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org.

Description of task
Purpose
The sole purpose of this UNV project is to support efforts to improve UNICEF Regional Office and Country Office dimensions and allow meaningful action to toughen resilience of children, societies overall and in specific through effective social service delivery systems in UNICEF supported social segments. To this end, the UNV will support the WCARO Regional Resilience Advisor (Programme Specialist) in his work in areas relevant to evidence-generation, awareness-raising and sponsorship, information management, technical support, partnership building and resource utilization advancing WCARO Sections and WCAR Country Offices.
Within the delegated authority and under the administration of the UNICEF WCARO Regional Resilience Advisor (Programme Specialist Risk & Resilience) or his nominated mandated representative(s), the UN Volunteer Climate change and Risk-Informed Programming Specialist will engage in:
- Evidence generation
The UNV is anticipated to support a better understanding on the effect of shocks and pressures on children and UNICEF supported Government programmes.
- Awareness-raising and encouragement
Based on continuous generation of evidences both from interior sources and partner administrations, he/she will contribute to raise awareness on the correlation of disaster effect on sector results create space for bigger UNICEF engagement on risk-informed programming incl. through interior and exterior advocacy, and outreach to connect and support youth engagement for resilience.
- Knowledge management
Support efforts to categorize and share new apparatuses, guidance documents and good practices to simplify child-responsive climate change adaptation/mitigation, disaster risk reduction, conflict sensitivity and peacebuilding action, combined in UNICEF WCAR programmes at regional and country level. This support to develop references on knowledge management spaces (WCAR Resilience Teams workspace and SharePoint) will be accompanied by (co-)organization of webinars and trainings, or recommendations to that of other associates, and promote their use and actions.
- Technical Support
Support would progressively include a contribution by providing technical support to UNICEF Regional Office Sections and country workplaces in evolving child focused climate change variation and moderation strategic contexts and/or practical application in numerous planning documents, with appropriate plans and tools, supporting the task of climate and disaster risk assessments and roll-out of action to adapt programmes to make them risk-informed.
- Partnerships
The UNV will further support efforts to create new and sustain prevailing partnerships with numerous sponsors engaging them on the risk agenda (Regional inter-agency initiatives, UN collaboration at regional and as designated country level in support to COs, outreach to foundations, private sector, mutual development organizations, child-centered and other NGOs, youth groups, etc.).
- Resource Utilization
A key role will be to support WCARO Resilience led resource utilization efforts, where the UNV will provide critical support to the Regional Resilience Advisor, including through gathering of strategic material, reporting support and beyond, to support Green Climate Fund applications established with partner agencies and/or country workplaces.
- Monitoring, Estimation and Reporting
The UNV may be called upon to contribute to WCARO Resilience efforts on monitoring, estimating and reporting on resilience programming at regional and country level. Moreover, UN Volunteers should commit a part of their working time to some of the following suggested activities:

- Toughen their knowledge and understanding of the notion of volunteerism by reading related UNV and exterior journals and take active part in UNV events (for example in events that mark International Volunteer Day);
- Be familiar with and build on traditional and/or local forms of volunteerism in the host entity;
- Provide annual and end of assignment self- reports on UN Volunteer activities, results and opportunities.
- Contribute articles/write-ups on field involvements and submit them for UNV journals/websites, bulletins, press releases, etc.;
- Support with the UNV Buddy Programme for newly-arrived UN Volunteers;

The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living.
This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org.
Eligibilities
Minimum age of applicants must be 25 years old, nationals of the country of assignment are not eligible, except the assignments in Headquarters duty station.
Education:
- Master is preferred
- Advanced university degree in a relevant areas such as disaster risk management, environment, climate change, conflict sensitivity and peacebuilding, social and economic development, international cooperation.
Experience:
- 36 Months Required
- Related work experience focused on developing nations in development assistance in disaster risk management and/or climate change variation and mitigation, environment and socio-economic development.
- Better understanding of multi-sectoral climate change effects, climate risk assessments, and adaptation results mandatory.
- Familiarity with the notion and practice of risk-informed programming, disaster risk management, climate change action.
- Proficiency in capacity building, developing tools and providing training
- Familiar with children’s rights and gender in the framework of disaster risk and climate change variation and mitigation and/or natural resources managing.
- English(Mandatory), Level – Fluent
