The United Nations Office on Drugs and Crime (UNODC) was formed to implement actions against the global drug problem, illegal activities and terrorism in a united manner, talking about the consistent drug control issues, prevention of crime and global terrorism in the background of sustainable growth and human safety. The policy guidelines of UNODC revolve around:
- The global drug control pacts, the United Nations Convention against Transnational Organized Crime and the Protocols thereto, the United Nations Convention against Corruption, and the widespread lawful instruments against terrorism in all its methods and appearances
- Main purposes of governmental structures, in specific of the General Assembly, the Economic and Social Council, the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice.
This UNV project is part of the UNODC Regional Office for Eastern Africa’s (UNODC ROEA) Regional Programme (2016-2021). The purpose of this Regional Programme is to continue to improve the rule of law and human security across the Eastern Africa region, through actions explicitly personalized to fight present challenges and address evolving threats. This project will have a distinct emphasis on the Global Programme for the execution of the Doha Declaration, specifically its Education for Justice (E4J) initiative, which intends to promote a culture of legality and youth engagement on issues relevant to rule of law through educational resources and actions at the primary, secondary and tertiary education points.
Eligibilities
Minimum age of applicants must be 18 to 29 years old throughout the entire duration of their assignment, nationals of the country of assignment are not eligible, except the assignments in Headquarters duty station.
Education:
First level university degree in law, education, psychology, sociology, international development, international relations, community development or other related discipline is required.
Experience:
- 12 Months Required
- At least one year of work experience at national or international level with youth, education and human rights issues
- Cross-cultural working experience in the field of community-based youth peer support programmes is desired
- Ability to research, analyze and present complex information
- Excellent organizational skills
- Ability to communicate fluently in English.
- Working knowledge of another UN official language is an advantage
- Excellent oral and written skills; excellent drafting, formulation, reporting and presenting skills
- Accuracy and professionalism in document production and editing

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,651. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living.
This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org.

Description of task
Within the deputized authority and under the administration of ROEA’s Head of the Criminal Justice and Crime Prevention Pillar or his/her nominated authorized representative(s), the UN Volunteer Project Officer will:
- Back the application and development of the activities, ventures and involvements of the E4J initiative in Rwanda, Tanzania, Kenya, Mauritius and other regional Member States
- Publicize and encourage E4J supplies as well as adapt activities and programmes for continual operation within the COVID-19 guidelines and framework, including for the engagement with, contribution in and acceptance of the E4J initiative within organizations and at policy level
- Monitor, assess, report on and provide effect assessments of the E4J initiative within Member States of Eastern Africa
- Provide support for the management of ventures under the UNODC ROEA youth program in addition to developing and familiarizing program involvements in response to COVID-19
- Contribute to the preparation of numerous written outputs, e.g. background papers of draft, conference notes, investigative notes, segments of reports and studies, inputs to publications, etc., concerning criminal justice issues in Eastern Africa
- Provide administrative, coordination and substantive support to the Regional Youth Programme in regard to the consultative and other meetings, workshops, conferences, etc., incl. proposing agenda topics, identifying participants, preparing documents and presentations, handling logistics, etc.;
- Support the Regional Youth Programme in field missions in Eastern Africa as well as participate in country-based and regional missions, including through the provision of guidance to external consultants, government officials and other parties and the drafting of mission summaries;
- Build networks and relationships with local organizations, groups or individuals and report on the activities these stakeholders are implementing in the area of criminal justice and crime prevention;
- Work closely with the UNV Programme Office in implementing its identified project activities within the region;
- Perform any other task related to support the Regional Youth Programme;
- Perform other duties as may be assigned.
